Tactical Ruralsim

Many high-alpine rural areas are in a fragile transition phase. The Tyrolean Bschlabertal in Austria with just 93 inhabitants, is severely affected by outmigration, the loss of social infrastructures, and drastic building vacancy, with 64% of apartments lacking a main residency. To formulate a performative "Right to Stay" against this village decline, we developed "Tactical Ruralism" as a transdisciplinary spatial practice and treating vacancy as a resource rather than a deficit, instead of land consuming new construction.

Through the logic of bricolage - building with local resources and residual materials - we temporarily appropriate space and reactivate vacancies through 1:1 scale interventions. In collaboration with the interdisciplinary art festival and residency medienfrische, we are gradually reprogramming a historic farmhouse, "Haus B", into a multifunctional space for art, culture, and community. Realized interventions include a temporary art depot, an Alpine Library, a public dance floor, and traditional agricultural tools reinterpreted as public sculptures.
Our core innovation is the fluid scale shift from temporary tactical interventions to permanent strategic infrastructures. From five years of field research, we derived three key principles:

1. Building together at 1:1 scale breaks down social barriers and builds local trust.
2. Courage for the unfinished: temporary tactics are essential test runs that reveal hidden village needs before permanent investment.
3. Institutionalization: our temporary appropriations directly led to founding the "Kulturverein Pfafflar", the village's first civil association founded since the 1960s.

We are critically aware that tactical interventions risk co-option by market logics or touristic place marketing and gentrification. We guard against this by prioritizing community ownership and use over aesthetic spectacle. We propose "Tactical Ruralism" as a scalable, adaptable blueprint for Europe's rural periphery.
